Understanding Waterfront Permits & Regulations

Waterfront construction requires approval from various agencies to ensure compliance with environmental and navigational guidelines. Depending on your lake’s management authority, you may need permits from the Tennessee Valley Authority (TVA), the U.S. Army Corps of Engineers (USACE), or the Tennessee Elk River Development Agency (TERDA).


  • TVA 26a Permits – Required for docks, boat lifts, and shoreline modifications on TVA-managed lakes, including Fort Loudoun Lake, Watts Bar Lake, Chickamauga Lake, and Nickajack Lake.
  • Army Corps of Engineers Permits – Needed for construction on Old Hickory Lake, where the U.S. Army Corps of Engineers (USACE) regulates docks, dredging, and shoreline stabilization.
